About MCA Sierra Leone
The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.
Position Objective
The Director of Finance leads the finance unit and has overall responsibility for the strategic and day to day management of the compact's budget and ensuring the health of the compact financial management through the life of the compact. In addition, this individual is responsible for supervising staff, managing the Fiscal Agent contractor in accordance with the Fiscal Agent Agreement, and support services in accounting, budget management, grants, and disbursements, as well as overall financial control of the MCA-Sierra Leone office.
Duties and Responsibilities
  • Lead the overall finance functions of MCA, ensuring sufficient finance and accounting support for operational and programmatic functions.
  • Analyze operational and programmatic needs, assessing the capacity of multi-fund, multi-year projects and daily operational requirements.
  • Forecast cash flows, project future needs, and develop quarterly funding requests to ensure disbursement of funds from MCC and GoSL.
  • Develop policies and plans for managing MCA’s fiscal resources, aligned with MCC fiscal accountability and transparency policies and audit standards.
  • Oversee the production of periodic financial reports for MCA management, Board, MCC, and GoSL stakeholders.
  • Lead MCA-Sierra Leone’s management team during budget and audit exercises, ensuring compliance with financial requirements of the compact and related agreements.
  • Supervise the Finance team and identify technical resources for external advice and expertise.
  • Guide program staff and implementing entities on MCC financial management and reporting regulations, ensuring compliance and transparency.
  • Manage the Fiscal Agent Contract and the MCA financial audit program, evaluating fiscal and reporting systems for compliance with MCC standards.
  • Lead the development of an accounting and financial reporting system, including training staff and managing administrative, IT, and financial tasks with integrity and compliance.
Requirements (Education, Experience, Technical Competencies)
  • University degree in Administration, Finance, Management, Accounting, or a related field. Advanced degree is Administration and Finance preferred.
  • Minimum ten (10) years of experience in finance and accounting management, and overall administration including supervisory experience for with international development organization, NGO, international donors, or government agency. 
  • Experience in financial system design of large-scale projects required with a focus on infrastructure or energy project strongly preferred.
  • Knowledge of the development environment in Sierra Leone and the challenges of program execution and coordination with government institutions.
  • Knowledge of financial regulations and procedures in Sierra Leone.
  • Experience managing contractors with multiple personnel.
  • Experience in a supervisory role over a staff of two or more strongly desired.
  • Fluent written and verbal communication skills in English. Communication skills in Krio strongly desired.
