About MCA Sierra Leone
The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project. 

Position Objective
The IT Manager will provide technical support and lead a team of technicians in the development and maintenance of an IT system to support the business applications and IT communications requirements of the MCA-Sierra Leone office. The IT Manager will manage the implementation of an IT Infrastructure and will support and extend the system with help from the Manager developed team. This encompasses applying technical expertise and coordination with pre-selected vendors to implement the MCA-Sierra Leone’s IT infrastructure, including set-up and installation of servers, backup services and software.
Duties and Responsibilities
  • Support implementation of MCA’s IT system and develop policies to ensure a secure and stable IT network and systems.
  • Assist in developing and implementing IT policy and controls.
  • Lead development and implementation of MIS-based functional requirements and manage assigned MIS projects.
  • Supervise the IT Specialist and a small team of staff and contractors providing daily administration and customer support for MCA IT systems.
  • Manage procurement efforts for systems and services, including requirements definition, procurement evaluations, and vendor coordination.
  • Maintain accurate inventory of hardware and software assets and manage renewals.
  • Ensure integrity and security of MCA’s computerized systems and network infrastructure.
  • Monitor IT systems and infrastructure, developing metrics for continuous improvement.
  • Hire, manage, motivate, and develop IT staff to handle current and future systems challenges.
  • Develop and update system documentation, IT annual budget, work plans, and coordinate website content development.
Requirements (Education, Experience, Technical Competencies)
  • University degree in Computer Science, Information Systems, Information Technology, or related field.
  • Minimum of eight years of experience in planning, design, development, implementation, and maintenance of computer information systems.
  • Effective analytical skills.
  • Experience managing staff and contractor resources.
  • Ability to work with minimal supervision and as part of a team.
  • Experience with cloud-based technology (Google Applications or Microsoft Office 365).
  • Preferred experience in engineering, design, and management of data center infrastructure, network infrastructure, firewall administration, backup systems, virtualization, servers, anti-virus, Windows Desktop OS, and Microsoft Office/M365.
  • Preferred experience with network security audits.
  • Strongly desired experience administering and managing a Windows Active Directory Domain, Windows Updates, file shares, DNS, and DHCP services.
  • Strongly desired experience with Business Automation Applications (SAP) and Microsoft Databases (SQL Server); fluent in English, with Krio communication skills preferred.
