About MCA Sierra Leone The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.
Position Objective The Director of the Power Sector Reform Project is accountable for the successful implementation of the Project from initiation through execution. The Director manages project staff responsible for overseeing the implementation of project activities and ensures strong team cooperation, coordination with other departments involved in project implementation (e.g., procurement, environmental and social oversight), robust risk management, and adherence to project work plans, budgets, and targeted outputs. The Director presents clear and timely reporting to the CEO and to MCC counterparts. Another key objective for the Director of the Power Sector Reform Project is to build and leverage collaborative relationships with critical project/sector stakeholders with a keen eye to the political economy context (e.g., reform « champions » and possible detractors). The Director ensures the alignment of project execution with the overall objectives of the Compact and the judicious management of its resources. |
Duties and Responsibilities |
- Provide strategic leadership for the planning, implementation, monitoring, and evaluation of the MCA project, ensuring alignment with Compact objectives and national development priorities.
- Monitor and evaluate project performance, making necessary adjustments to address emerging issues, risks, or opportunities.
- Highlight operational and programmatic issues in the design and implementation of the Power Sector Reform Project.
- Establish and maintain strong relationships with government counterparts, local authorities, project beneficiaries, and other stakeholders to ensure active participation and support.
- Illustrate the value and impact of the Power Sector Reform Project to internal and external audiences to strengthen support.
- Advise teams on resource management, project planning, and delivery to align with MCA program strategies, frameworks, and budgets.
- Advise stakeholders on project plans and objectives to build cooperative engagement in delivering project outcomes.
- Engage with stakeholder communities to ensure their perspectives are considered in design and planning activities.
- Assess project management effectiveness and impact against Compact strategies and frameworks, ensuring compliance with Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), Monitoring, Evaluation, and Economic Analysis (MEEA), and MCC requirements.
- Collaborate with the Management Oversight Social and Environmental Support (MOSES) team.
- Represent the MCA project at meetings, conferences, and events, promoting achievements and best practices, and ensuring compliance with donor-funded project requirements.

Requirements |
- University degree in Public Policy, Management, Economics, Engineering, Electricity, International Infrastructure Policy, or related field; advanced degree preferred.
- Minimum of ten years of professional experience in power sector policy, regulation, governance, and/or planning.
- Minimum of eight years of leadership experience in program management and team supervision.
- Minimum of five years of experience with contract/contractor performance management, including developing terms of reference, contract award, monitoring quality and performance, and negotiating amendments and damages.
- In-depth knowledge of electricity sector policies, regulations, and operations, including international best practices in sector regulation, tariff setting, utility governance, least cost investment planning, and private sector investment frameworks.
- Proven track record of managing and delivering high-quality projects on time and within budget.
- Experience managing large and complex projects, preferably with international development agencies or organizations.
- Familiarity with international norms and standards in managing donor-funded projects, preferably with organizations like MCC, World Bank, USAID, or other international development agencies.
- Demonstrated ability to coordinate and influence diverse stakeholders to achieve project objectives.
- Fluent written and verbal communication skills in English; communication skills in Krio strongly desired.
