About MCA Sierra Leone The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.
Position Objective The Director, Transmission Backbone Project manages the project that seeks to increase coverage and reliability of the transmission network with modern, centralized system operations. Oversight to project design and delivery is central to the MCA’s mission and establishing a reputation for quality and reliability in national development and highlighted in this position’s responsibilities. The Director, Transmission Backbone Project will demonstrate adaptive capacity to address emerging challenges throughout the compact life cycle, liaise with varied stakeholder and actively resolve their needs. The Director, Transmission Backbone Project will also sustain the relevance of the project and will position the MCA to deliver on the objectives of the Compact. |
Duties and Responsibilities |
- Provide strategic leadership for the planning, implementation, monitoring, and evaluation of the MCA Transmission Backbone Project, ensuring alignment with compact objectives and national development priorities.
- Supervise and manage a team, overseeing performance, workflow, and providing guidance and developmental feedback.
- Monitor and communicate project progress with MCC and MCA counterparts, addressing emerging issues, risks, or opportunities, and sharing information across teams.
- Establish and maintain strong relationships with government counterparts, local authorities, project beneficiaries, and other stakeholders to ensure active participation and support.
- Advise teams on resource management, project planning, and delivery to align with MCA program strategies, frameworks, and budgets.
- Act as Contract Manager for all contracts related to the Transmission Backbone Project, overseeing procurement development, including preparation of Terms of Reference, cost estimates, and contract awards.
- Oversee awarded contract performance, reviewing and approving contractor work plans and resource plans, and negotiating changes to project deliverables as necessary.
- Ensure project design and delivery compliance with Environment and Social Performance (ESP), Gender and Social Inclusion (GSI), Monitoring & Evaluation (M&E), and other MCC or government requirements.
- Collaborate with the Management Oversight Social and Environmental Support (MOSES) team.
- Represent MCA at external meetings, conferences, and events, promoting achievements and best practices, and ensuring compliance with donor-funded project requirements and procedures.

Requirements (Education, Experience, Technical Competencies) |
- University degree in Power Project Development, International Infrastructure Development, Business Administration, Public Administration, Economics, or other relevant field required. Advanced degree in Power Project Development, Business Administration, Economics, or other relevant field preferred.
- Minimum of ten (10) years of experience in managing development and implementation of large-scale power infrastructure projects in emerging markets.
- Minimum of seven (7) years of experience in a managerial role supervising a team and overseeing project development.
- Minimum of five (5) years of experience with contract/contractor performance management – including developing terms of reference and contract award, monitoring quality and performance, and negotiating amendments and damages if necessary.
- Proven technical and commercial experience with hydropower generation, independent power producers (IPP), distributed generation (DG), preferred power system operation, transmission dispatch and transmission system planning at the national and regional levels. Direct experience with such in Sierra Leone strongly desired.
- Demonstrated experience and proven management skills in managing a large program, including tracking indicators and staying within budget.
- Demonstrated leadership and interpersonal skills, with evidence of collaborating effectively with peers across departments and among international teams.
- Demonstrated experience and familiarity with international norms and standards (FIDIC) in managing donor-funded projects, preferably with organizations such as the Millennium Challenge Corporation, World Bank, USAID, or other international development agencies.
- Demonstrated evidence of successfully building and maintaining relationships with government stakeholders in the energy sector, preferably in Sierra Leone.
- Fluent written and verbal communication skills in English. Communication skills in Krio strongly desired.
