The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.  

Position Objective
The Director of GSI provides strategic and technical leadership to the MCA, implementing partners, and project stakeholders to ensure social and gender integration across all project functions. The GSI Director achieves this objective by advising the Chief Executive Officer (CEO) and DCEO - Projects on the performance of each Project Director and their respective teams, lead and manage the implementation of specific GSI focused activities and where necessary, providing technical guidance for GSI-specific activities and to GSI team members to fulfill their respective roles. Given the integrated nature of the Compact, the GSI Director will work in close coordination with other project and sector leads to ensure the timely, effective, and efficient delivery of actions. The GSI Director will provide substantive representation, and support MCA-Sierra Leone leadership to effectively engage relevant government ministries and bodies, international donors and their implementing partners in areas that impact the short and long terms success of the Compact.
Duties and Responsibilities
  • Serve as the main counterpart and technical lead for all MCA staff, implementing entities, and project stakeholders on gender and social inclusion issues for the Compact.
  • Provide guidance and oversight to ensure gender equality and social inclusion are integrated across contracts and Compact activities.
  • Oversee the operational integration of gender and social inclusion issues in budgets, procurements, contracts, project management documents, and systems.
  • Develop and implement MCA-Sierra Leone’s Social and Gender Integration Plan, monitor progress, and manage GSI planning and budgeting exercises.
  • Oversee the implementation of the Women in Energy Activity under the Compact.
  • Ensure women, youth, and disadvantaged populations have increased employment opportunities in Compact infrastructure projects.
  • Oversee stakeholder engagement strategy for GSI and serve as the lead point of contact for relationships with government, civil society, and other GSI stakeholders.
  • Ensure compliance with Sierra Leonean laws and MCC policies related to gender and social issues, including the MCC Gender and Inclusion Policy and Counter-Trafficking in Persons Policy.
  • Lead project management for GSI, including managing consultants, resolving implementation challenges, and developing the Social and Gender Integration Plan (SGIP).
  • Represent MCA-Sierra Leone in the media, at public events, and in stakeholder outreach on matters related to gender and social inclusion of the Compact.
Requirements (Education, Experience, Technical Competencies)
  • University degree in gender studies, social sciences, international development, human rights, or other relevant field; advanced degree preferred.
  • Minimum of ten years of experience in the GSI sector, leading the integration of social inclusion, gender, and poverty reduction efforts into infrastructure design and implementation.
  • Experience with project management, including developing TORs, managing contractors/staff, and handling budgets and procurement plans.
  • Experience working closely with civil society, government, and other stakeholders on gender and social inclusion in Sub-Saharan West Africa.
  • Proven experience in designing, implementing, and monitoring gender-responsive and socially inclusive interventions in infrastructure or energy sector projects.
  • Proven experience in managing contracts and projects, specifically the gender and social aspects of large infrastructure projects.
  • Dynamic leader with effective team management skills and ethical, results-oriented leadership.
  • Strong leadership skills, actively engaging in all aspects of project delivery.
  • Ability to support and motivate teams, providing coaching and development opportunities to maximize productivity and quality of work.
  • Fluency in written and verbal communication in English; communication skills in Krio strongly desired
