About MCA Sierra Leone The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.
Position Objective The Procurement Director leads the procurement unit and has overall responsibility for the day to-day management of MCC Compact delivery and implementation of procurement-related services for MCA-Sierra Leone. In addition, this position is responsible for supervising staff and managing the Procurement Agent (PA) contractor in accordance with the Procurement Agent Agreement. |
Duties and Responsibilities |
- Lead the overall Procurement function of MCA-Sierra Leone, including managing the Procurement Agent and supporting operational and programmatic functions to meet Compact targets in line with MCC policies.
- Serve as the primary liaison between MCA-Sierra Leone, PA, MCC, and external entities on procurement and contract administration issues.
- Facilitate and synchronize all elements of the procurement process to ensure timely and efficient operations.
- Lead the procurement team and ensure compliance with MCC’s policies.
- Review requirements and documents from MCA Sector Leads to ensure consistency with the budget and market conditions.
- Analyze operational and programmatic needs, overseeing the development of procurement plans and budgets aligned with Compact goals.
- Liaise with the PA, Fiscal Agent, and Sector Leads on all phases of procurement and contract administration.
- Lead negotiation meetings with contractors/consultants in coordination with Sector Leads and the Legal Director.
- Develop and maintain high-quality procurement and contract administration documents, recommending improvements as needed.
- Monitor planned procurements, update procurement plans regularly, ensure high-quality MIS entries, and implement measures to prevent fraud and corruption.

Requirements (Education, Experience, Technical Competencies) |
- University degree in Business Administration, Procurement, Law, Finance, or related field required; advanced degree preferred.
- Minimum ten years of relevant experience in senior positions or advisory roles in project management involving procurement of goods, works, and services.
- Experience in drafting, reviewing, and approving procurement documents adhering to international standards.
- Proven leadership, team building, and communication skills, with a commitment to positivity, sustainability, equity, trust, diversity, and inclusion.
- Result-oriented leader with expertise in procurement, collaboration, compliance, and international development.
- Experience with procurement policies of international development organizations such as the World Bank, African Development Bank, European Development Bank, USAID, or MCC.
- Proven experience managing teams of procurement professionals (five or more people) delivering high-quality outcomes.
- Experience managing large works procurement/contracts using FIDIC red and yellow books.
- Strong computer skills with office productivity applications (Word, Excel, PowerPoint, MS Project).
- Fluent in written and verbal English; communication skills in Krio strongly desired
