The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.
Position Objective
The Director of ESP provides technical leadership to the MCA Project Directors, implementing partners and project stakeholders to ensure conformity with MCA and Millennium Challenge Corporation (MCC) established procedures and frameworks that are essential to ensuring the integrity of environmental and social performance of all compact-funded activities. The ESP Director will provide substantive representation and supports the DCEO – Projects and other Project Directors to effectively engage relevant government ministries and bodies, international donors, and their implementing partners in areas that impact the short- and long-term success of the Compact. The ESP Director will also ensure compliance of program activities with relevant national environmental and social laws and regulations, MCC environmental guidelines and International Finance Corporation (IFC) performance standards for environmental and social sustainability, including resettlement, stakeholder engagement, climate change, and health and safety requirements across all program functions. The ESP Director will provide substantive representation, and support MCA-Sierra Leone leadership to effectively engage relevant government ministries and bodies, international donors and their implementing partners in areas that impact the short and long terms success of the Compact.
Duties and Responsibilities
  • Ensure integration of environmental, social, resettlement, stakeholder engagement, climate change, and health and safety considerations in line with MCC and Government of Sierra Leone policies across all program stages.
  • Oversee the development, review, dissemination, implementation, and compliance of various management systems and plans to enhance environmental and social performance.
  • Act as the primary liaison for MCA-Sierra Leone, MCC, and other stakeholders on all Environmental and Social Performance (ESP) matters.
  • Lead the ESP team through recruitment, training, development, and performance management to achieve project objectives.
  • Ensure effective oversight and implementation of MOSES-related ESP activities across all projects.
  • Develop and manage collaborative relationships with key stakeholders, including government agencies, civil society, the private sector, and affected populations.
  • Advise Project Managers and specialists on ESP, resettlement, stakeholder engagement, climate change, and health and safety issues to ensure coherent and coordinated approaches.
  • Oversee the compilation and maintenance of program data related to ESP, resettlement, stakeholder engagement, and health and safety performance.
  • Establish and implement a quality control framework to monitor and manage the environmental and social performance of projects, addressing any challenges or gaps.
  • Conduct site visits to ensure compliance with environmental, social, and health and safety standards, and monitor for non-conformances, supporting corrective actions as needed
Requirements (Education, Experience, Technical Competencies)
  • University degree in natural or social science, environmental planning, engineering, or a similar discipline; advanced degree preferred.
  • Minimum of ten years’ experience in the Environmental and Social Performance (ESP) sector, integrating environmental and social considerations into infrastructure design and implementation.
  • In-depth knowledge and experience with Sierra Leone’s environmental laws and regulations, especially in the energy sector, public health and safety, consultation, land acquisition, and involuntary resettlement, as well as international best practices like IFC’s standards and World Bank’s policies.
  • Proven experience in assessing environmental and social impacts and integrating these considerations into infrastructure projects.
  • Proven experience in managing contracts and projects, focusing on environmental and social aspects of large infrastructure projects, including monitoring working hours, budgets, quality control, and compliance.
  • Dynamic and experienced leader with a track record of effective team management and ethical, results-oriented leadership.
  • Strong leadership skills, actively engaging in all aspects of project delivery.
  • Ability to support and motivate teams, providing coaching and development opportunities to maximize productivity and quality of work.
  • Proven skills in building trust within teams, delivering results, and continuously seeking better ways to achieve impactful outcomes.
  • Experience in environmental and social development sectors in Sub-Saharan West Africa, particularly Sierra Leone, preferred; fluency in English required, with Krio communication skills strongly desired
