About MCA Sierra Leone
The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project. 

Position Objective
The Procurement Specialist, under the supervision of the Director, Procurement, ensures that procurement transactions assigned to him or her are implemented in accordance with the MCC Procurement Policy and Guidelines (PPG), and the MCA Procurement Operations Manual (POM), consolidates and performs procurement activities, and reports on the progress of these activities. The Procurement Specialist also assists the Procurement Director (PD) in liaising with the Procurement Agent (PA), MCC and outside entities from a variety of specialized sectors on procurement activities and facilitates the smooth interplay between and among all elements of the procurement process. A key aspect of this responsibility involves synchronizing the substance and process elements of procurement activities.
Duties and Responsibilities
  • Conduct procurement services with PA staff, ensuring quality and consistency with MCC standards.
  • Implement and maintain procurement policies, procedures, and systems in compliance with MCC guidelines and international best practices.
  • Identify issues and risks in procurement systems to support internal and external audits.
  • Monitor and coordinate procurement progress with the PA against plans and timelines.
  • Ensure technical staff understand their roles and responsibilities in procurement execution and the consequences of missed deadlines.
  • Review procurement packages for alignment with procurement plans, MCC’s PPG, and MCA POM.
  • Coordinate with the PA in planning and implementing procurements and tendering processes to ensure transparency and compliance.
  • Advise management on procurement operations and provide recommendations for improving service delivery and efficiency.
  • Monitor procurement flows to identify issues affecting delivery, efficiency, and timeliness, and assist in reviewing performance reports.
  • Apply fraud and corruption awareness measures in procurement and contract execution processes, collaborating with relevant teams to ensure compliance.
Requirements (Education, Experience, Technical Competencies)
Education:
  • University degree in Business Administration, Acquisition Management, Law, Contracting, Engineering, Procurement, or another relevant field.
  • Internationally recognized procurement qualification or certification (e.g., NIGP-CPP, CPPO from UCCPP, MCIPS, CPSM, and CPSD) strongly desired.
  • Minimum of five (5) years of specialized or varied experience in service management related to establishing policies in the areas of procurement services and contracts.
  • Experience in the development and/or review of procurement documents (bidding documents, evaluation reports, contracts, etc.) for all categories of procurement (goods, works, and services).
  • Strong computer skills with proficiency in the use of common Microsoft Office applications (Word, Excel, and PowerPoint) and familiarity with Procurement Management Information Systems (e.g. SAP).
  • Experience in procurement management systems and processes.
  • Strong understanding of project management methodologies and the ability to apply procurement principles in a project-based environment.
  • Previous working experience with international donors or development agencies preferred.
  • Fluent written and verbal communication skills in English. Communication skills in Krio strongly desired.
