The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.

Position Objective
The Director, MEEA leads the combined Monitoring & Evaluation (M&E) and Economic Analysis (EA) Unit, under the guidance of the D/CEO for Management, MCA-Sierra Leone. The goal of the MEEA unit is to produce timely, relevant, and reliable data and assessments related to the progress and quality of project implementation and the achievement of targeted results by the Sierra Leone Power Compact. The MEEA Director is responsible for leading the monitoring and reporting of progress toward compact targets, supporting the independent evaluations of the program, assisting the economic analysis and other related activities of the compact, and managing the program M&E budget and MEEA staff. The MCC counterparts to this position with whom the MEEA Director will liaise are the M&E Lead(s), Results Reporting Analysts, and Economist(s).
Duties and Responsibilities
  • Lead the development and periodic updates of the Sierra Leone M&E Plan in accordance with MCC policies and guidelines.
  • Implement the monitoring component of the M&E Plan, defining performance indicators, tracking risks, and addressing data gaps.
  • Ensure M&E requirements are incorporated in contracts and agreements and produce the Indicator Tracking Table (ITT) with quarterly updates.
  • Conduct Data Quality Reviews and field assessments to monitor progress towards outputs and intermediate outcomes.
  • Support the design and implementation of evaluations, providing data and documentation, and managing local stakeholder reviews.
  • Collaborate with the MCC Economist to update Cost-Benefit Analyses and Beneficiary Analyses.
  • Maintain close collaboration between MEEA and project teams to ensure accurate and up-to-date data and analysis.
  • Manage MEEA staff, supervise their activities, and oversee the program M&E budget.
  • Foster relationships with post-program counterparts to support the completion and dissemination of independent evaluations.
  • Perform additional duties as assigned to support the overall success of M&E and economic analysis functions and MCA projects.
Requirements (Education, Experience, Technical Competencies)
 Advanced university degree in Economics, Statistics, or a related subject.
  • Minimum of ten years of experience, including seven years managing teams conducting quantitative and qualitative analyses, and five years in Monitoring & Evaluation.
  • Previous managerial experience with the ability to balance tasks and meet deadlines responsibly and flexibly.
  • Proven history of delivering high-quality projects on time and within budget.
  • Previous supervisory experience managing at least two subordinate staff.
  • Demonstrated experience designing and implementing monitoring systems, including data collection, analysis, and reporting.
  • Strong understanding of international and local policies, guidelines, and best practices in monitoring, evaluation, and economic analysis.
  • Experience working with government counterparts, local authorities, NGOs, international donor organizations, and other stakeholders in M&E activities.
  • Experience applying economic concepts to real-world problems, using data and analysis for conclusions and recommendations.
  • Proficiency in statistical analysis software (e.g., STATA, SPSS, SAS, CSPRO, Access, Excel) and strong skills in MS Word and PowerPoint; experience in Sierra Leone and competency in cost-benefit analysis preferred.
  • Fluent written and verbal communication skills in English; communication skills in Krio strongly desired.
